Dr. Dave Oakley is available to speak on a range of international security, defense, and intelligence topics. He is also available to consult/advise on strategy development, planning, red teaming, and risk management.

Dr. Oakley has over two decades of national security experience as a U.S. Army officer and CIA officer where he served in operational and strategic roles across defense and intelligence communities. His practitioner expertise is reinforced by extensive professional military education, including completion of the School of Advanced Military Studies, the Joint and Combined Warfighting School (JPME II), and the Command and General Staff School’s Local Dynamics of War Scholars Program. He is a Joint Qualified Officer  with advanced qualifications as a Strategist, Red Team Leader, and Joint Planner. Additionally, Dr. Oakley completed the CIA Clandestine Service Trainee Program and the Agency’s Staff Operations Officer Course, further broadening his understanding of intelligence tradecraft, covert action, and interagency coordination.

Dr. Oakley complements his operational background with a strong academic foundation focused on international security, intelligence, national security policy, and interagency operations. He holds a Ph.D. in Security Studies from Kansas State University, along with graduate degrees from the University of Oklahoma (MPA), and the U.S. Army's Command and General Staff College. His scholarship bridges theory and practice, examining the unique culture and coordination challenges within defense and intelligence organizations. Dr. Oakley has authored multiple publications, frequently contributes to professional journals, and teaches emerging practitioners and leaders in the national security field.
